ProgramLock
Up and coming: shot check knows this class and its members today, and programs run it once the native runtime lands.
Up and coming
Make sure only one copy of a tool acts at a time, across every program on the computer.
ProgramService's AcquireLockAsync(name, timeout) gives one, or nil and who holds it when another program keeps it past the timeout; IsLockHeldAsync says whether a name is held, and by which pid. It is a Windows named lock, so it frees itself when the program dies and a crash never leaves a stale lock.
